50% of Early Port City Investor Approvals Fall Away, CoPF Reveals 📉
Half of the 10 previously approved investors for the Colombo Port City project have either withdrawn or stopped proceeding, according to Parliament’s Committee on Public Finance (CoPF). Key developments from the CoPF review include: • Withdrawn Projects: Out of 10 early approvals, 5 investors pulled out. Major canceled projects include Clothespin Management & Development (a proposed 7-star hotel, luxury residences, and record-chasing art gallery), Universal Entertainment Colombo (10-hectare integrated resort/gaming applicant), Asiri Port City Hospital, and Gateway International Campus. • Financial Safeguards: The CPCEC revealed withdrawing applicants forfeited minimal fees—such as a US$ 10,000 standard application fee—raising concerns over vetting processes and low exit costs for ambitious proposals. • Active Developments: 5 projects remain operational, including the US$ 500 Mn Chinese-backed Colombo International Financial Centre (150,000 sq. m mixed-use development), the Colombo Marina, CIFC Colombo 1, and an ICC real estate residential project. The CPCEC defended its track record, noting nearly 10 land parcels have been leased with significant commitments secured on six more, despite early investor attrition.
