The Ministry of Ports and Civil Aviation has officially invited local and international investors to submit Expressions of Interest (EOI) to develop and operate the Mattala Rajapaksa International Airport (MRIA). The move aims to unlock the economic value of the Hambantota-based facility through private sector partnership. • Investment Scope: The government is seeking partners for both airside operations (core aviation activities) and landside operations (commercial and support services) within the airport perimeter. • Eligibility & Requirements: Open to domestic and international firms or joint ventures. Proponents must demonstrate technical expertise and financial capacity. A proposal guarantee of US$ 500 is required with each submission. • Key Deadlines: Documents available: 27 April to 8 June 2026. Pre-proposal briefing & site visit: 22 May 2026. Submission deadline: June 2026. • Strategic Context: This initiative, managed by a Cabinet Appointed Negotiation Committee (CANC), represents a renewed push for infrastructure optimization and fiscal sustainability within the aviation sector, targeting a reduction in state-borne operational costs.
