• Overview: The Cabinet has approved the establishment of dedicated Digital Transformation Units (DTUs) across all State institutions to drive the National Digital Economy Plan 2025–2030 (approved October 2025). • Governance & Structure: • Each unit will be led by a Chief Digital Officer (CDO) reporting directly to the respective institutional head. • Proposal submitted by President Anura Kumara Dissanayake as Minister of Digital Economy. • Framework developed by GovTech Sri Lanka Ltd to standardise execution, reduce fragmentation, and align with the National Digital Commons Initiative. • Core Scope & Technical Capabilities: • Facilitates expertise in enterprise architecture, data management, artificial intelligence (AI), cybersecurity, interoperability, and digital transformation consulting. • Aims to streamline public sector delivery and strengthen technical capability across government bodies.
