• Overall Mission: The United Nations Subcommittee on Prevention of Torture (SPT) will undertake its second official visit to Sri Lanka from June 15 to 24, 2026. The evaluation comes seven years after its first mission in April 2019, following the country's accession to the Optional Protocol to the Convention against Torture (OPCAT) in 2017. • Key Objectives: The four-member delegation aims to evaluate the functioning of Sri Lanka's designated National Preventive Mechanism (NPM), run under the Human Rights Commission of Sri Lanka. The unannounced inspections will target locations where individuals are deprived of liberty to assess whether authorities have followed through on prior reforms, treaty obligations, and structural recommendations. • Sector & Engagement Stakeholders: Government: High-level engagements scheduled with ministerial entities, department heads, and state senior officials. Civil Society & Oversight: Collaborative reviews and joint visits with the Human Rights Commission of Sri Lanka (HRCSL) alongside independent non-governmental organizations. • Strategic Outlook: A final, confidential report containing specific findings and actionable recommendations will be submitted to state authorities to track progress on human rights safeguards, detention facility oversight, and national torture prevention mechanisms.
